The Story Behind the Cigar

Discipline, Standards, and a Serious Smoke.

The Third Rule isn't a house cigar that exists to fill a shelf. It's the result of a real collaboration between The Tobacco Center's owner and Navy Veteran Gray Hogan and one of the most respected blenders in the world.

Gray brought a precise vision: a cigar that reflected the discipline and standards of his Navy background — bold enough to stand out, balanced enough to reward the patient smoker. He took that vision to Karen Berger at her factory in Estelí, Nicaragua, and together they built something worth talking about.

The cigar is headlined by a rare AJ Fernandez Cameroon wrapper, known for its distinctive spice and subtle sweetness. Beneath that sits a rich Nicaraguan Oscuro binder and a potent double ligero filler from the legendary growing region of Estelí. This cigar packs a serious punch. It's not for the timid, and it's not trying to be.

About Karen Berger

Known as the "Queen of Cigars," Karen Berger is a world-renowned blender and the driving force behind K. by Karen Berger. Based in Estelí, Nicaragua, she is one of the few women leading a major cigar operation — celebrated for her mastery of traditional Nicaraguan tobacco.

Our Story

49 Years of History. A New Chapter.

The Tobacco Center has been a Williamsport institution since 1977. In 2025, it found its next chapter.

We Didn't Start a Cigar Shop. We Saved One.

The Tobacco Center has been part of Williamsport since 1977 — nearly five decades — going on 50 years of serving the community from 21 W Church Street. When new ownership came in 2025, the goal wasn't to reinvent it. It was to make it everything it always had the potential to be.

Gray Hogan is a 100% Permanent & Total Service-Disabled Navy Veteran. He didn't open a cigar shop because it seemed like a good idea — he opened it because he believed Williamsport deserved a lounge that took the craft seriously. One that treated every customer like they belonged there. One worth driving to.

Jennifer Hogan brings deep operational experience and a designer's eye to everything from the lounge layout to the brand identity. The space you walk into — the warmth of it, the way it's organized, the way it feels — that's her work.

Together, they expanded the humidor with boutique brands not found elsewhere in the region, built out a comfortable lounge with two large screens, and established a model built around one thing: knowing their customers by name and knowing what they smoke.

They opened with a ribbon cutting on Veterans Day, November 11, 2025. That timing wasn't accidental.

What "Boutique Only" Actually Means

The Tobacco Center does not carry brands to fill space. If a cigar is in the humidor, it earned its place — through quality, through character, through the kind of smoking experience that gives you something to talk about afterward.

The selection is weighted toward small-batch, artisan producers: LCA releases, RomaCraft, Foundation, Stolen Throne, and others that most shops in the region don't carry at all. When you walk in, you'll find things you haven't tried. That's deliberate. And if you don't know where to start — that's what we're here for.
